I've been researching this issue since it's happening to me too and it appears to be a bug. Colonising the planet first seems to be the workaround some others have discovered, and some folks have reported that the pre-sapients eventually show up on the list but the exact trigger is unknown.
Like the above poster, I researched the Uplift tech and was immediately given a prompt that I had a pre-sapient species in my borders with unspent trait points; I clicked on it and it gave me a list of all the species in the galaxy, but the one it was notifying me of was conspicuously absent.
Colonizing the planet seems to have worked. The species appeared the moment colonization began.
I just started playing again now and remember why I don't buy the dlc because I don't want to support grabbing money when the base game has bugs like this after such a long time.
But I guess the wiki has been updated, has now it is normal (though not intuitive at all) :

yep, still broken, BUT! look at this shiny new mechanic that totally breaks the game in a different way.
