...a Military Theory tech that allows the Military Academy and +2 max Occupation Garrisons. What is this, I've never seen it in practice? I'm guessing it either allows two more attackers or two more defensive armies. Can you help?

Basically, when you invade a planet during a regular war with your armies, you occupy it. Occupation Garrisons are defense armies that are spawned on occupied enemy planets. They provide a nice little defense for your occupied planets so your opponents can't just run around with one army and undo all of your hard work.

Thanks, Tom, I gather then that this tech adds 2 to whatever the default amount is. Do you know what the default is?

I'm pretty sure the default is 0, actually, so it is good to gather some of this tech before going to war.
