the AI will always reject trading their systems to you though.
if the systems don't have inhabited planets in them, you can also just delete the starbase/outpost if you don't want them an ymore.
OK, but the systems are bordering his empire. I can't find the right combination of buttons to press to offer them to him :(

you get to that screen by offering trade deal in the diplomacy/communication window.
i could even do that with non-allies.
however, i was at war in the first game i loaded to test it, and i couldn't do it in that. so make sure you and your ally aren't at war and that should be it i think.
Like having 1 of you go genetic engineering and the other go psyonic, then you have the psyonic guy transfer you a border planet with his guys on it and you genetically modify them with erudite etc. then you transfer it back and he uses his new god teir population to colonise the rest of his empire.
works good if the genetic engineer is a hivemind or xenophobe as that also gives you the option to make the other non enhanced population of his empire have themselves some accidents by stuffing them all on some other freshly colonised rock planet and then you purge them :>
