Can any marauder empire start the Great Khan event?
Every game I've played in which the Great Khan event has occurred, it's always been the marauder empire with the same dialogue- the ones that shriek at you and call you dwarmak. They were right on my borders this game, so I made sure to wipe them out quickly, but now I'm wondering whether the Great Khan event can actually happen. So, can any marauder empire trigger the Great Khan event, or is it only our friends the "HYYIEEEEEE"-ers?

In my last game it was some other clan (there was no customary "your language, dude" dialogue option). As for how it's weighted, I have no idea: I, usually, don't see Khans appear at all.

you killing their habitats should have triggered the khan

IIRC killing their habitats only gives a small chance of instantly triggering it. This time, it didn't trigger.

From what I have seen any marauder empire can trigger a great khan.

For a while, in previous patchs, I thought the great khan would only spawn in the marauder hordes that weren't the screamers.

Yes. There are few variables on it, but after certain conditions are met, it's all random when it comes or maybe never. The only absolute condition for the great khan is that you have to pass "mid-game" era of your playtrough (whatever you set it as) and then it is up to RNG if it rolls. Like you said, you can nudge the variables on favor of Khan appearing, but it's just that: it increases the odds but no guarantees.

And since it is random, you can also save scum your way out of it. If marauder kingdom next to you goes "KKKHHHAAANNNN!" on you, just reload a save before it. Maybe it spawns elsewhere or maybe it doesn't come.

Oh, and it's also independent on other events. There's nothing that stops Khan, War in heaven and AI rebellion being on going at the same time with end-game crisis that has been rolled for you by RNG comes along.
