Does it count my allies claims?
Obviously it is not counting the allied occupied planets. How do I fix this?
What is likely the problem is that those allies also have claims that are currently un-occupied.
2ndly, multiple claims from different allied empires usually go to either whoever has the most claims, or whoever has the oldest claim. This is regardless of who took it over in the war itself if you're all allies.
"My allies have Federation status with me, but I do not have Federation status with them, and it won't let me ask because I'm at war. Is that the problem? "
If my guess of the situation is right, that's the problem.
Even so, he should be counted as part of the war. Maybe an ally to his partner took it instead?
