"Nothing to claim" with unrestricted war policy [SOLVED]
Hi all!

I'm playing a UN-like empire (representative democracy, libertarian, egalitarian, individualist) and I can't claim any of my neighbours and rivals' systems. I have direct connections, starbases, hyperlanes connecting with them, they have claims on me, and if I change tags, I can claim my own systems when I impersonate another empire.

Is it my civics? My form of government? I can't claim other systems as a representative democracy?

Notice that I have more neighbours than one, and yet I can't add their systems in the claims screen. "Nothing to claim". What am I doing wrong?

EDIT: It was a mod conflict problem.

I think you need to boarder them to make claims

Pacifists can't claim during peace time, only during wars. But then you should not have unrestricted war policy.... odd.

Edit: Oh wait lol I just realized what was wrong with your screenshot. That list is not the list of systems you can claim, it is the list of systems you HAVE ALREADY claimed. Once you're on this page, click on a system bordering you and click the + symbol, it adds the system to the list, then you click the bottom "Claim" button to add it to the list. Hope it helps.

Have you gone to their diplomacy screen and looked for the option "make claims"?

I know, but there is no option to claim anything. There is nothing to claim. When I go into the claim screen, I don't see any + symbol on the map. The map doesn't change. I remember how I claimed systems in previous versions, so I figured maybe they made a change in the recent patches.

Yes, it brings me to the claim screen, which is empty, and I for the life of me can't figure out how to add systems to the list.

Thank you all for your answers. I'll keep trying. So far I've been claiming systems with the "own" cheat code... I know it's cheating because I'm not spending the necessary influence, but right now I've got influence to spare, so...

Ok, after it opens the claim screen, their systems should have a new outline, you select the ones you want to claim to see their cost and then press the button to confirm.

Check to see if your policy is set to unrestricted war, your claims screens should look something like this if unrestricted.

You click on the green + symbols to add claims.

I don't see these green outlines. It's odd. Maybe I need to re-install.

Before you do that, I would try turning off mods (if any), and verify files.

No. I checked all the government types and traits and I see no reason my militarist dictatorship or my congressional republic shouldn't claim.

The key to this is probably the war policy, what is your policy setting on?

I know you already mentioned it in your original post, just double checking since this game likes to make us jump through hoops before we can do things.

Unrestricted war policy.

I'm taking mods off to check if they may be the culprit. If it turns out to be a mod, I'll inform the author.

Ok, now it works. I reinstalled all mods one by one and found the responsible one (or the one which conflicted with another mod). Sorry for all the trouble, and thanks for the kind advice!
