Can you steal/get relic's from other empire's?

So lets say an other empire got a relic before you do.
Does conquering said empire give you the relic?
If not is there any other way to get relic's you missed?

I feel kinda screwed over for not having the means to get relic's lessers empire's beat me to it.
The galaxie is a big place after all and conquering it all takes time.

There is a mod that gives you the option to declare a war over each relic. But the only relic I've ever missed out on was Khan's Throne and Blade of the Huntress, both kinda ehhh.

Yes. You have a 10 % chance to get a relic from an empire when you conquer their capital. If you have the barbaric despoiler thingy, it gets to 15%.

Real shame, I have 4 relics and got the Rubricator event chain late in the game, but can't find the unexplored system that is supposed to have it. One more and I might have another achievement.

this is the correct answer. the galatron is the only relic that you can actively declare war on another empire to take it

Tangential question - I have a Prethoryn Matriarch from doing battle with the Scourge. It's in my relic "library" now but I did not get the Queening Achievement. How can I get the Achievement now?

Yes, I've gotten a good chunk of my achievements from this playthrough.

Do you destroyed Scourge? AFAIK you need to finish their invasion too for this achievement.
