You can't purge specific planets (other than with specific colossus or bombing it into a tomb world), you purge specific species.

By going to the species rights panel and setting that species as undesirables, you can then select a purge type.

Go into the species tab, choose a species and set there rights, change the rights to undesireable and choose a way of removing them

Note that you can only purge properly if you're atleast somewhat xenophobe.

You have to change the species DNA but only on the planet you want to pure, modify them then purge that specific gene of that race

-have the option for Armageddon Bombardment (or mabye the new Pox thing? But have tested it a bit and really could not see any fast results with that)
-build a Neutron Sweep Colossus and use it
-if your Empire is capable of purging, as mentioned go into the "Species" tab and mark those you want to get rid as undesireable.

If you go synth ascension you could consider assimilating other species into your synth machine pops as a form of purging. Fanatic Materialist Egalitarian, don't worry we will make you equal.

Though that tends to be more on a species wide level.
