Then there's the good idea of having a few at specific planets so you can produce new ships at any point in your empire, more or less. Oh and at black holes cuz there's a tech that allows you to built a black hole observatory that gives +10 physics points for science.
could also be worthwhile you built them inside of nebulas if you wanna make use of the nebula refinery starbase upgrade.
You don't actually need hyperlane access to build a starbase in a system but it will cost a lot more influence (influence cost is based on the number of hyperlane jumps from the nearest system you control). In a recent game I created a staging point for an invasion of an empire by jumping to a system I otherwise had no border access to reach, building a starbase there and reactivating the gateway in the system.
