How can I tell caravaneers to ♥♥♥♥ OFF?

I have a band of caravaneers in my system and they keep stealing 200 credits every 2-3 months. They're just hanging out in my system and not going away.

If we are talking actual ships you could always just attack and destroy them (might depend on your government type).

You have the option of just firing on them and killing them with your own fleets, you could have also turned them off in the galaxy options at the start.
