why can I build only corvettes?
I have a space station on level 2, but I can still build only corvettes, while other empires have long ago destroyers.
but there is one more thing I noticed in the federation I can build destroyers (like federation ships) but in the proposal I can not choose them.
Can you help ?

When you run into a gap in your research like this, I would suggest researching the cheapest option available to you until the one you want becomes available. Choosing the cheapest option means that you will get another choice sooner (than if you chose a more expensive tech to research), and also means that you will get more choices per unit research - thus minimizing the time necessary to find the tech you really want.
