Obviously, this only applies within the field that holds the tech you are looking for, which in this case is engineering. Choosing cheap sociology techs won't help you find an engineering tech faster.
Also, it may help to hire and assign a scientist to be in charge of your research in the appropriate field that has a specialization in the type of tech you are looking for. For example, you are looking for Destroyers, which is a Voidcraft tech, so assigning a leader with a Voidcraft specialization to be in charge of your engineering research will tend to reduce the time necessary to find the Destroyers tech.
