Is there a way to track it down?
I had more than one L-Gate in my territory and got the message for the emerging L-Drake, not from the gate I opened, but from the other one I didn't touch.
The gate I originally opened did not spawn a Drake for me.
If the first activated L-Gate never spawns a L-Gate, then it is only a textual bug (activation text tells that a drake comes through and that the same event happens throughout the galaxy).
If the only L-Gate an empire owns do spawn a L-Drake, then it's a spawning bug, as two L-Gates in territory should spawn two L-Drakes.
