initially, you have a max-number of megastructures of 0 on every system, meaning you are not able to build any megastructures. when you research the master builders thing, this limit increases by 1, meaning that now you will be able to build 1 megastructure per system.
Yeah, I think this is it. People have long complained you can only build one at a time, so I think this was meant to rectify that. Still, haven't played around with it much since the changes, so that's not first hand knowledge I'm sharing.
Whether or not you'll actually be ABLE to build three simultaneously depends on your economy, but this is normally a super late game scenario.
This should stand somewhere...
But fore a "good" strategy game (hich will Stellaris NEVER be), there should be information about your possibilities, limits and capacities ;)
I want to know, if this information is INGAME somewhere for overview ;)

It should appear when you try to build a new megastructrure but really there is no need (and in fact no reason) to create a counter for something that normally is 1 and, at most, can go up to 3. It would just clutter the UI for no tangible benfit at all since even the most distracted of players can count to 3.
