Colony events

I recently had the colony event where earthquakes are caused by subterranean species digging toward the surface, but I can't find the decisions where I choose to strike first or establish communications. Where are the decisions for it?

The situation log thing IIRC, same place you go to start projects to figure out what alpha aliens are and whatnot.

I checked there, it doesn't show the decision.

It's been a while since I had the event and I'm not sure if it changed or not. I think if you go to the log there should be an entry for the event and it will be collapsed at first, if you expand it like you can with the precursor events and other multi-phase one there should be two sub events, you pick one and start the project. The decision phase is several steps in though, it starts with unknown earthquakes I believe, and eventually it will progress to a point where it tells you a decision exists.
