jobs are in a tiered system, there's normal jobs(clerks, techs, miners, farmers), specialist jobs(artists, medical workers, roboticists, metallurgists, scientists) and ruler jobs(merchants, science directors). each higher tier will get priority over lower tiers and pops will not want to go down a tier for a while if they become unemployed. some pops also are unable to work certain jobs, like basic robots can only farm or mine and subservient races from syncreatic evolution are too dumb to work most non-basic jobs.
