Have you checked your sound drivers are okay? Tried using another playback device?
I know I get the odd crackling and popping on the audio but my speakers are just a little bit broken, headphone playback is fine.
This problem is present literally ONLY in Stellaris and as i said, it seems to be directly caused by wrongly selected sound option but there is no way to change that in Stellaris compared to HoIV where i changed from Stereo to Headphones and everything was fine.
No Crisis needed for this sound to happen.
Have you tried right clicking on the sound icon and open your sound settings? you can choose the device you want to use there and also run the troubleshooter to see if an issue with your sound devices.
A link to a video of the sound you mean would be helpful of course.
I have Headphones selected as default. Stellaris doesnt give a ♥♥♥♥.
i had a similar problem - steelseries arctis 7 headset - turning down the volume in the system mixer fixed it.
