the ether dragon is probably the leviathan that has a nest in one system, it will stay there unless attacked and a certain amount of damage is done to it without killing it. that will piss it off and send it on a rampage against the offending empire. there are other leviathans in game, these are fairly powerful until probably midgame. they each are slightly different in power and weaknesses so some can be killed earlier than others and fleet power needed depends on if you tailor your fleets to counter them or not. last one i killed was the enigmatic fortress, sent 40k worth of fleet in and lost about half of it but i didn't make any special effort on countering it's tech. the curators can be asked about the locations of leviathans and you can also ask them if they think you can kill one or not.
shard should be easier than other leviathans but it'll be a while before you can fight her since you only have 1k fleet power.
(edit)the only roaming leviathan is the spectral wraith, it spawns at midgame and will wander around killing whatever it comes across until stopped. everything else sits in it's system unless pissed off.
