How do you do observer mode?

I agree with you, but have personally found it's also useful to point out how to open the console. So... the full step guide:

1) Hit the tilde key ( ~ ) to open the console
2) type "observe"
3) Once you're in observe mode "debugtooltips" will allow you to see the id of factions
4) type play [ID #] to jump into another faction and watch it. "play 0" to go back to the original player empire.
5) There's a special observer sidebar that can be used to watch the whole game without having any empire in focus and to jump focus into specific empires (so you see what they see) without taking over control of them.
