Another solution coul be that when a player left the game his empir begin to collapse.
( a flue, disease, internecine strife, civil war ???).
The remains of the fallen player empire could become galactic pirates...

A) you would have the guys like me who would play from start to finish and likely have to take a nap in the chair at some point but not leave the game as you would be far more poperful then all the people coming and going.
B) who wants to be the guy who just joined when there are 5 guys who have been playing for the last 16 hours and have 250K fleets and they have a 2K fleet?!?
I get the idea here but I dont see how it could actually work!

If well thinked could be an added feature to this game...
You could set the cap or visual the life time of real time player.
More the computer can spawn new civilization very far away from the long life player...
If You have played for long time Stellaris You shoul saw how long it keep to grow your civilization; if You think that this feature could be for 4-5 hour ( even more), the game could work

Thats far too quick of a game for a persistent server...
also kicking a player for trying to win the game because he has been in the game too long is rediculous...
infact this style of game would likely make it a quicker game for those guys who don't leave because the rest of the competition is constantly re organizing, changing, losing focus, changing diplomacy etc... which means it would be far easier for a few players to gobble up the universe quicker because a bunch of humans keep jumping in and our of the competition destabalizing things constantly....
You could set the CAP limit for player
or make Crysis to balance
but If You have some ideas share them!

on some parts of the galaxy dwell ancient empires (the first players with top notch tech) , on other is a murderspree from some exterminators , and on a totally different corner of that galaxy is a group of players playing as a true federation
would need to be one heck of a dedicated server as even the best machines start to chug late game on a far smaller map then the one your proposing...
In order for this to work the game progression on a whole would either have to increase bye the power of 4 so the game can be done in one sitting...
Or it needs to be slowed down bye the power of 100 so that the game takes a month...
This would be a total rebalance of tech, resource income etc...
In this either slower or faster environment you could ether do a marathon sit down game or a game where its not a hot join thing its a players are locked in to there slot and when there off line the AI plays them, not some different human jumping in, in there place....
However even in this situation he who plays the most and micromanages the most will win....
I suppose your idea of regulating the time they can be in the chair per day could work....
