Check out Planetary Annihilation: Titans for an example of something similar, though it is an RTS instead of grand strategy.
Dude...It's called a hard back book. Or a mouse pad. Get one. I have a laptop and use a mouse with it on a bed or couch all the time. No issues. Adapt and overcome and get a mouse.
Why Paradox doesn't have the ability to remap controls as part of the game itself is unclear... that should have been a day one feature if you ask me.
