Federations don't work?
Even with 300+ opinion and 100 Trust, Empires do not want to join my Federation. And I can't declare ANY sort of war because Federation members will veto me.

I don't understand how federations work, I understand how they work in theory but in game, they're strung by such a rigid system that it's annoying as hell. How do you successfully invite people to federations and then have them vote with you? Especially later one, it's more difficult to invite more members because you can't form nonaggression/defense Pacts with individuals.

Only thing you can affect with wars is behaving according to war policy of your allies: if they don't have unrestricted wars, then your, say, vassalizing war goal will make them veto your descision.

As for joining: look at modifiers. Usually, conflicting war policy is the worst offender, then there are AI personalities... Though joining federation by yourself tends to be much easier, yes.

I agree that it's an issue. They don't give you enough diplomatic options to make a federation victory worthwhile. You should be able to merge federations through diplomacy, and the federation leaders should have a "Policies & Eddicts" tab to bring about federation wide change. As a leader, you should also be able to set federation goals, similar to when you get the option to elect a leader for your personal empire.

If there's one thing I've come to expect from paradox, it's that they'll eventually improve it.:2015coal:

check the tooltip of the "invite to federation" button. it shows a list of all relevant modifiers. in my experience, when i can't invite someone to a federation it's usually because one of the other members "votes" against it or the empire i want to invite doesn't like one of the other members.

so it doesn't matter that they like you enough to join - if they dislike one of the other members (or another member dislikes them), they won't join.

If a federation has 3 members and you want to join... all three have to agree to it. Which means, if one of them does not like you.... .... ....

I have one question about federation. I would like to go out of a federation but i can't...the bouton to leave it is unusable...

Sounds like you might be in a federation with an awakened FE. In that case you need to invite someone else into the federation and then leave through their diplomatic menu.

I had no one to invite so I released a vassal and invited them, and then left.

Ive still had scenarios where the empire i want to invite is accepted by all federation members, and i can improve relations with them when i only need 4 more points...

Eu4 for example allows subsidies, dip reputation, improve relations, and royal marriages to improve relations but federations are so limited

It's worth noting that Paradox has stated they plan to change Federations so that you're capable of absorbing other members eventually- making them more akin to an alternative to vassalization.

The current functionality may or may not continue to exist in some other form.
