As for joining: look at modifiers. Usually, conflicting war policy is the worst offender, then there are AI personalities... Though joining federation by yourself tends to be much easier, yes.
If there's one thing I've come to expect from paradox, it's that they'll eventually improve it.
so it doesn't matter that they like you enough to join - if they dislike one of the other members (or another member dislikes them), they won't join.
I had no one to invite so I released a vassal and invited them, and then left.

Ive still had scenarios where the empire i want to invite is accepted by all federation members, and i can improve relations with them when i only need 4 more points...
Eu4 for example allows subsidies, dip reputation, improve relations, and royal marriages to improve relations but federations are so limited
The current functionality may or may not continue to exist in some other form.
