Yesman console command cheat?

Hey do you guys know if theirs a yesman to console commands, Just playing around with the federation thing and I've gotten stuck with only 4 empires including myself in a federation. I looked on the wiki but when I tried typing it in it dousn't work. Any help would be appriciated.
