Medieval type governments, ala Dune?
Say you could have a type of government where you are an emperor, and you have to delegate to kings or dukes, this would probably limited to a type of human species. yea i know im drawing a lot from dune and ck2 but i think that would be pretty cool, instead of sectors you would have dukes or barons :), and it would also play out differently

There is a civic that relabels your empire as a feudal empire. It drops your vassal strength opinion penalty by 50% and allows them to expand outside of their borders, too, so it does emphasize a vassal heavy game.
Yeah that one is pretty similar.. since Dune is more vassals with the noble houses to the empire, I think.

Well stuff like that would be what I'd actually hoped for would be done with Sectors, instead of them being more of a useless annoyance to players.
Have either a feudalistic system with Nobles running sectors, or appointed governeurs who might rebel or a sector parliament, depending on the government type.

The closest civic to medieval government is feudal society civic. You can release your excess planet as vassal instead of sectoring them, or attack other empire then demand them to became your vassal, still you have maintain your fleet so your vassal not rebelling.

aren't sectors allowed to colonize thereby expanding their borders? or is it more like expanding within the systems you give them?

Sectors will colonize inside their borders if you let them, but they will prolly not be claiming much new territory by doing so
