Maybe I'm not remembering corectly, but every previous Democratic ruler I've had who loses an election has returned to the leader pool as "available." I remember on at least one occasion they appeared lower in the list of leaders than at the top, which seems counter-intuitive but about what I'd expect from this game's UI.
most of the later president candidates will be existing leaders of your empire, though.
i think the game might generate some additional non-leader candidates if you don't have enough active leaders (at least one for each faction in the empire).
Maybe even couple it with a revolt/splitting sector. The old leader rallying the people of his prior home sector into splitting off under the promise of not continuing the excesses of the current corrupt government or some such.
Especially if you as the player influenced the election against them. There should also really be some sort of chance for influencing the eleciton to back-fire. If there is I never noticed. ^^
