And I got that Shroud outcome too, or a somewhat similar one. My ruler became immortal, so I instantly switched from Oligarchy to Imperial and the Philosopher King Civic.
I like the concept of the Shroud, but I dislike the fact that their isn't a single benevolent (Gods or Spirits?) that screw you in one way, what I mean for example: Yin and Yang, Order and Chaos, and opposite equals.
I'd like to see a full on system where you decide your God(s) or maybe none at all, and then select Civics based on a combination of Ethics similar to the Hivemind choices. Not excluding Materialists or Atheist Empires however, they should also get their own Civics just like a Spiritualist or a religion believing Empire, but with differences.
There are definitely non-benevolent Shroud entities, they're just rare. After all, if the Shroud had too many negative events it wouldn't be very balanced against Synth/Bio and creating conflict in text boxes can be a bit flat.
I would be surprised if that isn't a DLC 2-3 years down the road, but it probably won't be a priority.
