Do scientists have to be assigned to research to get buff?
If I get a scientist that buffs voidcraft research speed by 15%, does that scientist have to be assigned to research to give the buff or does it just happen?

Yes the scientist has to be assigned to do the research in order for the buff to apply.

It's not the bad. You can switch your scientists around at any time, so just move them around so they are working on the things they get bonuses to, if you can.

Ewwwwww.
It's not like you have to do it all the time. Just once every while.

That's why scientists with the manic and genius traits are so good - rather than shuffling a guy with new world tech and a guy with military expertise around everytime something they can speed up appears, just hire/fire scientists to get three of those. :D
I always snatch those the second I can find them.

Ship science officers level faster. Having a broad range allows you to rotate them into the field where they gain experience and have a chance at a new skill.
