Is there a command to vassilize a nation?

If you're declaring war against them, it should be near the bottom of the wargoals list. If you're trying to do it diplomatically, it should just be in the list of demands.

Unless they're at war in which the option will be greyed out, or they're already someone else's vassal/protectorate/tributary/etc. in which case the option will be gone completely. Are any of these the issue?
