psi jump drive

OK, what am I missing? I have the Utopia DLC. I start with a spiritual ethic, I give my race psionics. I make all my researchers maniacal, psionics experts, and make them psionic. I take the ascendency perk path, I fight empires that use psi jump drives and research all the debris. I've done about a dozen play throughs. Cheated like a married hooker. I always get the Telepathy tech, but never the Precog Interface, nor the psi jump drive - ever. What the heck is going on?

In all the play throughs, I think I've been there about 30 times. Nothing.
Everything I read says it's researchable even if you're not ascendent, even if you're not psionic. Has anyone else gotten it since Utopia?

its a shroud event, and theres not a 100% chance to get it. Its one of the more powerfull things you can get from the shroud (aside from the end of cycle) so its harder to get than most things

So how DO you get it? Exactly what do I need to get it? What am I missing?
Even while cheating, I can never get it.
I make all my researchers psionic, psionic experts, and maniacs.
I go straight for the ascendancy perks. I hit the shroud. I research tons of psi tech.
Is there any possibility of a Mod disabling it for me, but not for the AI?

So I can save just before entering the shroud, go in dozens of times, and if I don't find it, I can load again and keep trying. Over and over and over.

There is only 5% chance of getting psi jump drive or 5% for tech precognition interface or 10% for psionic shield ...

and knowing that the RNG in Stellaris works very unrandomlike favouring lows and highs, the 5% is more like 1.5% chance to actually get it.

Yes, and no. I finally got it. Though it took some doing.
I was right - in that I had to save the game before entering the shroud. I entered, and looked for the scenario that would give the psi jump drive. The first time around didn't produce the scenario. I reloaded the game about 12 times and entered the shroud each time to realize it was giving the same 3 scenarios, with no outliers. I also found out you can't be "in the shroud" when you save. The available scenarios loads up when you hit the "communicate" button. Saving after you hit that button sticks you with the same 2 to 4 scenarios every time.
My first try didn't produce the scenario. So I waited for the next time. Same procedure; save game, enter shroud to see what it would offer, reload game, rinse and repeat. Exhaust all possibilities, then wait for the next time I could enter.
I had to do this 4 times - 5 times if you count that first time you enter. In other words, I had to enter the shroud a total of about 40 times before I got it - which splits the difference between your 1.5% estimate and the 5% the DEVs cite.

But yeah, it works. So I'm happy my game is not broken.

They removed the tech precognition interface from tech tree, I tried. I think you can have by shourd event or stole from other empires.

Every time you can access the shroud, do so. Eventually, you'll probably get it.

I've gotten the drive repeatedly. Shields once. Yet to get the computer. I also haven't gotten a patron yet.

I've stolen tech from a fallen empire's minds via the shroud as well, and I've made a godawful powerful ground army unit, and a 'ship' that was almost leviathan-grade. And made my ruler immortal.
