how do you exactly get Telepathy and "mind over matter" Ascension perk?

I got a curator scientist as a Sociologist in my empire
I got Pacifist and Fanatic materialist traits

What more do you need? Its just not appearing and the curator has almost researched everything. I just cant seem to get the "Psionic theory" rare technology to appear.

Psionics are only available to spiritual ethic empires.
