Psi Jump Drives, psi shields, avatars, psionic trait gives research bonus ...
With the second all your people get real psionics = research, production, happynes +5%.
Your leader are all psionic, that gives different bonus depending on the "job" +10% research, -x% unrest, +15% evasion ...
And the second perks alows you to enter the shroud for 1200 energy that gives you the chance for rare technology, bonuses, psionic avatars ... and bad, really bad things ;)
You can enter the shroud (every 3600 days) for credits and have the chance for a random event - mostly you have different choices. You are talking of the event "end of the cycle" and it happens late. Also nobody forces you to accept the end and start the event.
Completely agreed. Looking very much forward to 1.8 because of them fleshing out those ascensions, hiveminds, traditions to make sense to them (No happiness traditions for hiveminds because... yeah...), and the teasing borg (AI) hivemind that they teased with a picture or two.

I mean there are so many obvious cool ideas for non psykers.
Like other species pops wanting to join you, or you forcing them as synth.
Or some primitives who venerate your researchers as gods because they are shiny and chrome.
Much to the discomfort of the materialist basis. Now having spawned a religion around them...
Or being able to settle barren planets as synth. Or toxic or molten. After all Synths do not need to breath or eat. A couple hundred degrees more or some acid atmosphere would hardly stop them.
Likewise gene tailoring species to be able to live in vacuum or on toxic planets would be neato.
Going full hyperion saga as gene tinkering empire would be fun.
All in all, I'd go bio if I was trying hard to win, Synth is just game-breaking but takes forever to get to, and Spiritual is my personal fav for the happy pops and role-playing. Feels like the most well thought out one.
