You can immediately start raising troops of said conquered aliens. I do this all the time when I conquer a planet. Erases unrest and I have never (not once) had a rebellion with hundreds of hours of game time.
Well, not all of them. But there are always a few quislings about.
Yea. I usually never give military service option to those that I conquered. Not that I won't, I just don't consider those who aren't pretty enough to be able to move around in my empire and hold weapons. Hence majority of them just fall into this "Defensive Readiness Pansy Watch" Faction. Kind of sad really, they are already not "pretty", now they just make themselve cowardly. I contemplated on exterminating those weaklings and turn them into food for my dominant specie. (Must not forget about delicious trait) But then, I prefer to have a stronger empire so I allowed them to live. I do give military service to some specie I conquered though. I am the Triumvirate kind of guy. It is too bad, whole galaxy full of species, and i usually don't find the third specie that I think is deserving.
That kind of reasoning makes you vulnerable to infiltration.
Truth as history has shown in every single conflict.
