Personally I have gotten used to it so I always play with the first month freezing :P It ain't so bad after a while but it does make the overall game session slower.
It's not uniqu to your game it's an issue that everyone has that plays this game. imo it might improve the games performance if they made income and upkeep live instead of 'turn based' you would have to devide monthly income into fractions of 30 and for lower end pc's it would make the game over all more laggy but for high end mechines it would stop the monthly lag. I don't think the devs plan on overhauling this mechanic any time soon unfortuinitely.
Just treat it as you pressing the turn button in other games like Total War or Civ. Where the game goes threw all the processes after you do your thing. If the freeze ups are getting so long that you can't stand it anymore. The only real way to make it slightly quicker is to just have less AI in the game and a smaller map.
I may have to try and go for a much smaller galaxy and far fewer AI.
I'd expect a game like Stellaris to be relatively light weight and smooth running, most other games I have don't have much of a problem running.
So if anyone is having this problem make sure to check your CPU cores!
