I have noticed charismatic trait now gives +25 ruler opinion impact. Do you know what is it?

It's a flat reputation bonus on the diplomacy screen.

But it is a trait, how does it work for minor species?

It is dependent on having the ruler be from a species with that trait.

So basically wasted for minor species. Great. I gave my minor species ex-charismatic trait [+5%] (were like 2-3 per planet) thinking will have a greater impact...

Yeah, be careful of the Repungent trait, it used to be a free trait point but now the negative 25 point opinion penalty can be a serious hinderance to federation builders.

Conversely, charismatic now means that Xenophile FEs will always open their borders to you shortly after you meet them.
