Report a translation problem
Before that you basically needed a scientist with the "New Worlds"-Expertise since the chance of it appearing got pretty hampered if you didnt have one doing society research.
So if it isnt a bug, your best bet: Get a Scientist with that Expertise and enact the edict giving +30% to society research and -10% to the other two and keep running through society-techs until it shows up (was what I did prior to 1.5 when the damn tech wouldnt show)
