Perhaps you overlooked it? Might be a bug.

Are you using mods? The answer is likely yes, and your game is likely broken because of it.

I don't think that's a vanilla tech. My bet is on mods.

Sometimes it will not show up until later simply based on chance, it has a higher chance to pop as a research option if you have a scientist with the New Worlds expertise in the Society research slot.

Are the Planets you are talking about "Barren Planets" ? Because the red barren planets have a somewhat missleading terraform-button that only works if the planet has the (pretty rare) "Terraform Candidate"-Modifier (If you want to see what it looks like start a game with the premade peaceful human race, Mars in theit Sol-Homesystem always has that modifier)

No mods, and I am a continental world trying to terraform a alpine one

hmm ok thats weird, since 1.5 the basic terraforming tech is rather common, even more so with 1.6 (tested it by starting 20 new games in a row and had that come up as one of my starting research-choices 4 times out of those 20).

Before that you basically needed a scientist with the "New Worlds"-Expertise since the chance of it appearing got pretty hampered if you didnt have one doing society research.

So if it isnt a bug, your best bet: Get a Scientist with that Expertise and enact the edict giving +30% to society research and -10% to the other two and keep running through society-techs until it shows up (was what I did prior to 1.5 when the damn tech wouldnt show)
