Uplift technology unavailable in late game?

I always dodged the uplift tech when it first came up, because other things were always more important at that time of my game. Now I'm all through with all the other techs and want to uplift some radioactive space roaches to colonize dead worlds with them. However the only techs that show up are the recurring ones... I guess this is a bug? Has anybody else got this (or a similar) problem?

I once never saw level 2 reactor tech until I had already taken half the galaxy. my ships had no shields and no armor cause I wanted to power my new weapons

another time I simply didnt get any building upgrade techs pretty much ever

I really dont like how random the research tree can be, sometimes you get the exact thing you want, while other times you never get things you NEED
im fine with it being a little random so there is SOME diversity in games but the level its currently at is to high
