do megastructures and habitats count against your core system cap?
if in systems that dont already have colonized planets?
assuming that they arnt already in a sector

No they don't. I usualy build 6+ habs in my homeworld system while playing as a Hive Mind and fill them with research centers.
I thtink ringworld is sometime, I just bought the game and utopia, i'll get there someday.

they do; Note that Hop had habitats in homeworld, and technically that's still 1 system; Both habitats and ring worlds count in all aspects for penalties as standard colonies; Habitats get no tile bonuses, RingWorlds get random tile bonuses, and both are 100% habitability planets; Habitats get some nice buildings as well.

They do, but habitats can be built in oodles in systems that are already counting against your cores. Depending on your luck, yeach of them can hold 8 (my brother claims he's had more ^^) habitats in addition to whatever planet(s) caused you to colonise the system in the first place.

Ringworlds aren't that convenient, but they also count as 4 25 tile planets so they're hardly a waste of a core slot.

That's great and all...but having multiple "Planets" in the same system has nothing to do with your core SYSTEM cap. The game has always favoured systems with mulitple planets.

If you put these things in systems that aren't already core systems, you will definitely increase the counter.

Asimov patch changed it from core planets to core systems.

I... I don't remember that. I've always had the game count systems, not planets. But I did take a long break from Paradox after the HOI4 release admittedly.

It was that way at the very beginning, but Paradox changed it to make systems with multiple planets more attractive and to reduce the sting on smaller planets in multiple systems - as people usually try to spread their borders as far as possible to call dibs on systems, settling 3 planets (one or two of which might be smaller) made little to no sense. ^^
