It could appear soon after you like 20pops (happens in my test runs of mods using cheats) or take a while.
This time around factions are much better and more tied to gameplay. And yay. No more bloody independence factions annoying you by eating your influence.
Unhappy and conquered pops now produce unrest, which if not managed might start a rebelion on the planet.
Have you finished up any Tradition trees in your game?
Now that you mention it, it does seem like newly formed factions always have 5 population as members.

In this case we can see that having enslaved pops encourages eagalitarians, but this is outweighed by my authoritarian government AND my pops having decadent, which makes them like slavery. I actually genetically engineered my race recently to make them the perfect slave empire and reduce all chance of egalitarian factions springing back up.
You can do similar things for all factions, it just takes figuring out what encourages them and eliminating it, or introducing discouraging things to balance it out.
