How do you make Factions appear?
I've been waiting for these cool, newly revamped Factions to appear, yet none have.

I have Syncretic chosen and have two Species, with my main as Full Citizens.

Does it have to do with passion or something? I played the game shortly after release, and remember their being Independence factions and such.

It is kinda random and you need a bit of population before faction appears.
It could appear soon after you like 20pops (happens in my test runs of mods using cheats) or take a while.

This time around factions are much better and more tied to gameplay. And yay. No more bloody independence factions annoying you by eating your influence.
Unhappy and conquered pops now produce unrest, which if not managed might start a rebelion on the planet.
I have the opposite problem...factions that I want to get rid of but can't. I miss being able to purge individual population to control the spread of undesirable ethics.

I think it can happen randomly. I had few factions just mysteriously dissapear on me.

Not too sure on this yet, but I think it might be somewhat tied to Unity / Traditions.

Have you finished up any Tradition trees in your game?

Don't think it matters. I used some cheats to fill up a starter world and got a faction before even starting a tradition.
I've heard that it requires a minimum of five pops following an ethos for a faction be founded or dissolved.

Now that you mention it, it does seem like newly formed factions always have 5 population as members.

Well I got 29 Pop's now, yet no Faction's. Wonder if my game is bugged.

29 is still really small, I don't think I saw any factions until I was in the 50-100 range. It's mostly random, but becomes MUCH more common the larger you are.

The Factions have certain prerequisites (different ones depending on the faction) for a lot of them its having made contact with at least one other empire. Some are rather strange (I had a ton of spiritualistic pops thanks to the "shrines of the old gods"-event chain and that faction didnt appear for over a hundred years until I found a Gaia-World. At least I think that is what triggered them since they have an Issue that makes them happy if you have a settled Gaia-World)

Super easy to manage them if you're authoritarian.

Early game it's easy to simply enslave pops selectively that are members of undesirable factions, this removes them from the faction. Later in the game you need to pay attention to what is causing your pops to drift towards these factions. you can do this by hovering over the ethic% at the top of the faction screen, like so:
https://steamuserimages-a.akamaihd.net/ugc/82596531524659284/B11C20D15F486BC2EADB078181EA8B3166226119/

In this case we can see that having enslaved pops encourages eagalitarians, but this is outweighed by my authoritarian government AND my pops having decadent, which makes them like slavery. I actually genetically engineered my race recently to make them the perfect slave empire and reduce all chance of egalitarian factions springing back up.

You can do similar things for all factions, it just takes figuring out what encourages them and eliminating it, or introducing discouraging things to balance it out.

Also, you can resettle undesirable faction elements to a garbage planet you colonize far from your borders, then either just let them revolt and leave your empire together, or trade that planet to a vassal.

How do you enslave population? I tried to find it like crazy but I only found a way to enslave another species.
