Commands for starting war in heaven?

So I want to start the war in heaven using commands and I followed an online tutorial but it ends up triggering the war in heaven on itself (e.x yinari progenitors declaring war on yinari progenitors) and so I'm just wondering what I did wrong? Here are the steps I took.
1. use the play command to play as the fallen empire you wish to awaken
2. use command "event fallen_empires_awakening.1"
3. use "setflag country sleepers_awake_ancient_rival [id]" as a side note, i did set this while playing as the newly awakened fallen empire
4. switch to the second fallen empire you wish to awaken and use the "setflag country sleepers_awake_ancient_rival [id of first fallen empire]
5. Then while still playing as the second fallen empire use the command "event war_in_heaven.1"

It shouldtrigger a war between the two newly awakened empires but instead it triggers a war between only one of the empires. What did I do wrong?

It would be really nice if someone know how to doing it. I want to force a war in heaven too after i never had this event ._.

The only thing you and me doing wrong must be something with the "setflag country sleepers_awake_ancient_rival [id]" command, but i tried all possibilities i have and nothing worked :(
