As far as I understood the dev -> yes
(I had already many battleships when I got the tech so I have no idea how many I had or after how many years I was able to research it^^)
For the record, they take -forever- to build and it's in stages. I think the Dyson sphere ended up being around...160000 minerals? 40k each upgrade and the 1st one does nothing. Ring World is a lot easier.
I'm not sure but it was somewhere between 40-60. Remember that there is a big luck factor like with all techs too, so I might just have been lucky/unlicky.
Utopia so far has been a complete waste of money.

It's appearance chance is extremely low (3). For comparison, battleships is 45. On top of that, if your physics lead scientist dosen't have the Voidcraft expertise or is not a curator recuit, the chances of getting it are multiplied by 0.25, making it EXTREMELY rare.
You have a 20x chance of getting it if you have a megastructure or megastructure frame in your borders, so conquering your neighbors might be useful.

Yeah right... They shouldn't add anything that gives some kind of progress. The only way to fix stellaris is that we have everything unlocked the second we start the game. Why discover stuff? They should just let us see everything, what a broken ridiculous game!
Or on a more serious note, stop whining and just play. You can build megastructures in every damn playthrough!
