they can't really integrate or use migration (since the pops aren't compatible with non-hives), but i guess they could still join a federation with non-hives.
don't know if liberation will be possible (would have to turn the liberated specied into a hive mind, too. otherwise they'd die out)
they could use normal empires as vassals or tributaries, though.
or they could purge them, since they can't make any use of the pops anyway, but might have a use for their planets.
or they could play isolationist and not mess with non-hive empires at all, unless forced into action.
i guess we'll have to wait and see. maybe they'll just get a random AI personality (excluding the ones that have high focus on migration?)
