Report a translation problem
A red cloud means it's local, a green cloud means it's a cloud save.
You need an internet connection and playing steam online to save to the cloud and you need to be connected to steam online with an internet connection to play the save on another computer.
Local saves are saved to your computer, cloud saves are saved to your steam user. Internet connection is required to connect to the cloud.
If you want to make a cloud save then make a new save and mark it as "save to cloud", then go on your laptop, log in and start stellaris and then load the cloud save. Preferably saving it locally so you can play your save offline.
Just remember not to mess up your cloud and local save and overwrite something.
Both enabled in the options menu, and when saving the game I check the box to sync with the cloud...

Make sure you haven't made any mistakes
1) remember you can only be logged into the same steam user with one computer at a time
2) make sure you haven't done any tampering (mods, editing) or if you have, do the same tampering on the other computer in question.
3) Make sure you have a viable internet connection and properly close stellaris and log out of steam before logging back in.
