Yes. Fanatic doubles the chances of the tech being available...
You can get a 4x modifier if you are Spiritualist
Psionic Theory gives a 4x modifier (but usually you won't get this unless you already have psionic theory)
Maniac gives a 2x (could be 3) Modifier
Curator and Genius gives a 1.5x (could be 2) modifier.

Other than that you might have success with having an empire with short lifespans to shuffle around scientists faster for that level-up psionics trait.
