I was trying to do the exact same thing with my guys.
Modify some xenos in your empire to be charismatic, remove repugnant from xenos if some have it.
Make treaties with xenophile empires.
Suppress xenophobe factions, activate the edict giving ethic divergence, desactivate anything giving ethic convergence.
If you are authoritarian, enslave your xenophobes.

It will piss off your xenophobes a lot and some xenophiles should pop.
