It's entirely possible to play without that-obviously-but it's nice to have. You can see enemy fleets before they wreck your spaceports (the one thing the AI is great at is being horribly annoying about that) and you can keep tabs on crisis's or fallen empires.
It's useful. Worth it or not? It's purely an interface thing; it's not really possible to put value on removing the fog of war, in terms of resources or cost-benefit. I'd say it's worth it, but very subjective.
No one will ever escape my fleets.
And id know when a fight is a bad idea before i even see them face to face.
No more worrying about enemy fleet power. Id just know their fleet power.
But its late game....
Id probably be strong enough by then...
if you are strong enough to just ignore what your enemies throw at you then its pretty much a waste (unless you dont have another good choice for ascension perk)
