Unfortunatly, militarist pops raise by being at war, while pacifist pops raise when being at peace.
So, it is way easier for a militarist to switch to pacifist (just stay at peace) than it is for a pacifist to go militarist (have to go to war)
For your problem, you can also try to raise border ranges, there are civics, techs, and perks for that.
How can you possibly win with a Pacifist Empire?
Integrating strong or very strong pops also increases millitarism I think.
Personally I find pacifism one of the better ethos. But it's weakness can be a pain to work around sometimes. Unless they believe they have a major advantage, all but the metalhead, fallen empires, and maybe a hive mind who is very boxed in will rarely declare war. Metalheads have a habit of killing off most of their millitary doing something very stupid though, so they might not declare war right after doing that.
Being at war, agressive first contact, strong and very strong pops, no weak pop in the empire, strong neighbours as rival, not being in a federation, full military service.
