I actually had this happen just the other day, I had droids and it still didnt make a difference, when i upgraded to Synths, nothing changed.
Previously the same event post-synth research gave me 3 synth pops who colonized a new world for me.
I only have the two experiances with this event, so not sure if its tied to having Synth researched or just % chance.
I researched droids and tried again. The aliens achieved full conciousness and asked to colonize one of my worlds.
As a multicultural xenophile society, I accepted. They took over a planet.
Can confirm that this works without droids. It's probably a lower chance, if I had to guess.
If so what did your race perks look like?
I still think the most important are adaptability and number of sectors.....geting a large number of good worlds early is quite an advantage
