Federation blueprints are updated to the latest technology of its members. However, you can also modify the blueprint to your liking.
So all I have to do is build federation designs at one of my spaceports?
For some reason though, you can only build federation ships as the federation president.

To expand on this, when you become president of the federation you immediately gain full control of all federation fleets (if the prior president has any under construction then you'll get control of those when they're finished as well). When you have control they act exactly the same as your normal fleets with the one caveat that you can't combine federation/non-federation ships into a single fleet.
You sacrifice some of your naval cap, in return you get completely useless federation fleets where the AI still builds corvettes, destroyers and cruisers by 2400. You cannot even design the federation ships yourself.
If there is anything in the way like marauders, space critters etc, the reinforcements will always fly through them. So you constantly get alerts and have dozens of detached fleets, assuming you enable all members building federation ships (which you otherwise should).
Also if the AI controls the fleet, it will do god-knows-what but not what you would them like to do. So basically you are just missing out on your own proper navy.
It can be "fixed" by changing the who can construct the fleet policy to "leader only" and then back to "everyone".
Still annoying as heck since it takes ~20 years to do the back and forth, but at least it can be made to work.
