the governing ethics attraction is a modifier that further increases the attraction to your governments ethics
Government ethic attraction means it will amplify the effect of any government ethic. It gives a boost to any existing specific ethic attraction. Like if you're a militarist and at war, the boost from being at war will be greater depending on your government ethic attraction.
If it already got fixed I would love to know.
So if your spiritualist you boost your boost to the boost? and then what? you have lots of boosts for boost for nothing?
This is fixed in the most recent Beta
It boosts the spiritualist and any other ethics you might of chosen yes. It's not for nothing because the more attraction you have the less chance people will drift to undesirable ethics.
