Im sure they are aware of these people, they will get banned or bored soon enough.
there are two ways to report cheaters, via steam and also via the last played with.
typically bans will happen with a large wave where they will ban everyone that has been using a hack that they have the heuristics for, if they banned him immediately it would miss out on potential cheaters who haven't yet begun using his hacks.
this is general knowledge of how banning usually occurs, you don't target just a single individual you ban all of the customers of the hack but in order to do that you have to wait till the people have had a time to get dirty first.
private hack is a bit trickier since its not in the public sphere and harder to detect since it won't match known signatures for public hacks.
I'm not in their butt, I'm not even an optimist... I usually get called a pessimist but some people on here have made it a mission to claim the game is dying or will die, where all the people who said it wouldn't matter when it was F2P and it would stay dead, now they are on the the hacks will kill it or no cross platform will kill it, I'm not the one constantly looking for a reason to declare the game is dead.
I've always loved Vigor and will continue to love Vigor, most the people who like it, like it a lot, not everyone is on the doomsday train.
