Ok. So I am not 100% certain this fixed it, but I am at the country selection screen currently.

You need to change the Read Only Attribues of your folders, and I also turned off Windows Defender Virus Protection.

To change attributes:

Right click start menu icon - Search.

Type in CMD. Command Prompt will show up. Right click to run as administrator.

Type in attrib -r -s C:\Users\Username\appdata /d /s (removes the read only and system rules for the folder and files (/s and /d are the file/folder options.)

Do the same as above for D:\steamlibrary.

To do this in command prompt:

Type in CD to get to the C:\ drive

C:\D:

Type in letter of drive steamlibrary is installed in if not the system drive.

Type in the same command for the appdata folder attrib -r -s D:\steamlibrary /d /s

Restart your computer for the changes to take effect

Launch steam and play game. Hopefully you are able to get past this screen.


The other thing I did, and this is a little more advanced, was confirm that all of the group policy objects in my computer (SYSTEM, Administrators, Users) were all set to full control.

This part I wont even try to explain here. So the below page is a guide for doing this. Please note that this is for advanced users, so please dont do this unless you know some windows admin skills. I only say this because this can seriously break your computer if you set deny rules on accident.
